EU sent its own delegation. I'd say it's a pretty major power all things considered. A few other big economies on the list as well

They are on the forefront of renewable energy, and are set to benefit the most from decarbonization.
Can you explain why you say China would benefit most from decarbonization?
They are currently best positioned to build and sell all kinds of renewable energy generation and storage methods. And they're getting very good at nuclear too. They are set to benefit the most from everyone ditching fossil fuels.
They will profit by burning FFs and at the same time selling renewables. They obviously have no intent to ban carbon internally
