Probably some decoys and maybe a single real Pantsir with some drunk idiots crewing it who barely know what any of the buttons do other than FIRE.

It is kind of funny to think that out there in russia there has to be at least one decoy/broken Pantsir/complex air defense system manned by a crew that are bullshitting that they know how to use the Pantsir/air defense system and thus don't realize they have a non-working air defense system.... giving them perfect theatrical commitment to operating the air defense system like it was real...
