i'm pretty sure the vast majority of people in the u.s. don't see anyone outside its borders as fully human; the DPRK just gets some of the worst of it
To go even further most Americans probably see almost no one within the U.S. borders as human either. Like most Americans seem to genuinely think they (and maybeeeee a few close friends and family) are the only ones truly experiencing consciousness and everyone else is some type of automaton made to serve treats
