Otto joined a budget tour for 800 euros on his way to study in Hong Kong. He was 21. The company advertises to young people and makes visiting North Korea easy. Here's their website homepage:
It seems to Me that Otto wasn't very proactive at all. He was a 21 year old who fell for a marketing line. He took the poster off the wall and put it on the floor at 02:00 on New Years Day, after a night of partying and drinking.
He chose to travel to North Korea. That is an immutable fact.
Was he from earth? If so, he had full access to knowledge about what North Korea is actually like prior to taking proactive steps to enter the country.
