Even with specialist tools, a £19,900 labour charge seems a tad excessive

A quick search on Rock Auto shows the current price of the premium tier Bosch pads for an 89 Countach are $25 each.

Although the price in the 90s was probably relatively higher than it is now, but likely not nearly 200x more.
