He must have been dodging the process servers to the extent that they had to do it on air like this. Like the Texas AG Paxton. You can't just refuse to be served like that though, if they have the right guy, and he touched them, in his hand, that is the standard I think, the papers have to be put in your hand, although many servers don't bother and just throw them near you even if you aren't the person they are supposed to be serving because everyone is bad at their jobs nowadays.
