Just pure speculation on my end. But probably Kuwait, they were the US springboard into Iraq in the previous campaigns and already have the infrastructures. Furthermore, they are also the closest to Kharg island and thus having the least risk of getting fired on in open water.

It'll probably be Saudi or UAE and it probably won't be Kharg but one or more of the islands in the Strait. It's a dumbass plan regardless. They'll be sitting ducks for Iranian drones and missiles anywhere they go.

I predict the UAE, since they've got a lot more to lose in the event of a US exit from the region. Saudi Arabia can probably still navigate a decolonized West Asia whereas the UAE will lose basically any leverage ot once had.
