When has the USA been a positive otherwise? I honestly can't think of anything. And in WW2, they ended it by dropping 2 nukes to intimidate the Soviet Union and also stole all the credit from the Soviet Union.
My understanding of CFC regulations to protect the ozone started in the US. It was the University of California that first started studying the longevity of chlorofluorocarbons in the upper atmosphere, and the U.S. National Academy of Sciences that first published the ozone depletion hypothesis. Six years later, the US was among the first countries to start to limit the use of CFCs.
Literally the only thing I can think of, and the CFC replacements are actually forever chemicals so it's kind of a mixed bag...
I was more thinking with foreign policy.
