At the very least you're taking moderator position in many previously dead ones while simulataneously promoting them. I'm not really looking to split hairs on the technicalities or whether you created them, are taking over them, or stepping in to assist.

Why? Was there really a need for all of these communities?

Edit: to be more clear, I'm seeing I think six communities you've posted links to in three or four different community promotion comms, and at least the two communities you've promoted that I skimmed are almost all 10+ links you've posted with barely any actual conversation or additional context by you.

That all seems a but much, especially when the comms are pretty specific niches of content that I would think could fall under existing comms. A specific mergers and acquisitions comm? A specific comm for obituaries? Just comes across a little odd.
