For dudes who want to sit down to piss without taking their pants down.
Probably for women who need to breastfeed or use those pumps while at work. Because besides not having parental leave somehow the states also does not require a room to be provided for such things.
That's blatantly wrong.

When I was in the US the "dedicated room" was the handicapped toilet with a chair in it, exactly this setup.

Couldn't they just put a toilet seat on the toilet for that then? This sends the message they are trying to maximize efficiency and allow someone to sit on the commode whilst someone else is breast feeding.
Having a more comfortable place to sit does not imply multiple people have to use the space at once.
Anywhere suggesting that someone that is breastfeeding should have to sit facing a prison commode isn't really focused on comfort. The assumption here is that if they are willing to relegate someone to such a place for breastfeeding, they don't give a damn about comfort and it's more likely that they want to keep the toilet free. It's hyperbole hopefully.
