I'm curious what these sanctions even mean substantively. Do any of these individuals have assets in the EU? Or is it entirely performative?

lmao, well these days they definitely seem more performance art than substance, owed I'm sure to their waning influence over world affairs combined with their continued insistence on playing the part of unipolar assistant to the US.
