I'm guessing he can't really do much of a chip per se. Sounds more like he can do only base components.

There are other YouTubers who have managed to make meaningful chips (on the order of 1000 transistors) out of basically a garage setup with salvaged and/or improvised equipment. I would be shocked if this guy can't do better than that with his much more sophisticated setup.
