Its possible but will be super expensive
Now if you look at my proposal:
At 50m elevation change it is inline with the Panama Canal or the Canal of Corinth and a length below 600km it should be easy doable.
Now you need to balance the cost of building that vs bombing the shit out of Iran. Manly men like Hegseth know the answer!

Panama Canal has a natural lake to feed water to the canal locks. Where are you going to get a sufficient water supply for the 50m of elevation in this proposal?
Im sure 2 nation that export lots of fossil fuels will find the energy to pump up ocean water. Nothing could possibly go wrong when pumping salt water inland.
I mean, the ships are coming from the ocean, just tell them to bring some of that water along for the trip.
