The country that lets tourists in from all over the world except america doesn't know other countries exist?

A country can restrict the movements of it's citizens in other countries? (I guess it could make sense.)
There are def USA tourists that have visited DPRK, even several presidents & celebrities.
They can't physically prevent people from traveling there, but they can arrest them for it when they get back. The DPRK often won't stamp western passports for this exact reason.
