Precisely what I came here to say. Several thin layers.
And on the interior. I patched many pairs of waders and just an exterior patching will wear out.
*If its an honest leaking crack then your best bet it to make the seal meet on either side.
As I was thinking about this, yes inside and out. I've got some snow pacs I've repaired this way. I bought them in the late 80s, and they are still going strong.
