Explanation: In the late 1950s, China under Mao Zedong offered the Hundred Flowers Campaign wherein the Chinese people would 'generously' be allowed to offer criticism and advice to the ruling Marxist-Leninist oligarchy.
... it was used to crack down on dissenting intellectuals who had, til then, remained silent for fear of reprisals.
Replace "Mao Zedong" with "Donald Trump", and it is current.

The meme more than the explanation, I think.
I don't think I've ever seen him declare he's open to criticism.
I'm sure he's done some performative dribble about freeze peach for the 'libertarians' who vote GOP every election.
