It's because those are literally the words he used, and went to court for the right to use, against a scuba diving specialist during the Thailand cave flooding incident where children were trapped.
Valid. I remember that incident. I didn't know much about Musk at that time, but my overall feeling was positive, until that. His nasty reaction to their rejection of his obviously dumb and totally impossible idea, was shocking. As it turned out, THAT was the REAL Musk, that we would later become much more acquainted with.
I later saw a film about the rescue, and they went into great detail about the crazy route they had to take to get the kids out, and it was extremely, and immediately, clear that the submarine idea would have been totally impossible. The movie didn't even bother to mention Musk's attempted involvement.
