The fix to fertility rates is taking away forms of entertainment that don't involve different genders (generally speaking) mixing in a setting where they will get closer. And providing adequate future housing, childcare and career futures for them to think that having a child would not be a detriment overall.
As soon as children go from being a net resource gain in terms of providing household labour and agricultural/other labour to being a net resource drain on potential parents the fertility rates plummet.
I argue that this is mostly an economic problem caused by industrialisation and that people for centuries haven't just been having children because it's the thing you do or having children because they really really want kids but because they were a resource gain.
