I think government reports of aliens is a similar phenomena to Havana syndrome. People who work in intelligence are good at scaring the shit out of each other by accident.

I would not be shocked if a large amount of "proof" is identical to "I just read a spooky story so I'm hurrying up the basement steps a little faster than normal" with the gravitas of "it's in GOVERNMENT FILES" layered on top. 😄
