Why is the USA keeping these people alive? Why wouldn't the US just execute all of them, or are they waiting for the perfect chance to release a new ISIS resurgence by opening the prison as soon as Iraq/Iran attempts to flex sovereignty?
Lets try rephrasing your question and see if we can find the answer, "why is the US moving thousands of ISIS militants closer to Iran?"
Granted what are they supposed to do? Execute all of them? Let them go free?
There are only 2 known ways to deal with these people: either you execute them all or you take the Chinese re-education approach. The US clearly will not take the 2nd option, and historically has no moral qualms with taking the first option ( Jakarta Method executions, Iraq occupation massacres, etc.).
That means it's kinda weird that the US hasn't taken the first option, and instead suggests that the USA was keeping them all alive to deploy later. The new leader of Syria, al-Jolani, led the rebranded Al-Qaeda Syria branch, and his entire army is chock-full of former ISIS fighters. ^[https://thecradle.co/articles-id/35923] His army is also the one leading the prisoner transfer. That means that the prisoners have the same ISIS sympathies as the people in his army, which will raise the question of whether the prisoner transfer will be secure, or if all of them will just "happen to escape" into Al-Jolani's army and begin ISIS 2.
