Just off the top of my head, the seine gets drained about every decade or so and you'll find mopeds, scooters, bikes, shopping carts. No river in the world is clean, you, like me, just picked a bad spot.
The Seine us never drained. However it's done to sections of the canals that drain into it every now and then.
