There is very little danger in a person lying on the ground barely moving at all. Be prepared to strike if they get back up.
Every kick to an asshole that's down is a warning for the future. It says "I won this one and I'll win the next one and the one after that."
Look the racist guy got what he deserved, but "kicking them while they're down" is so commonly understood to be taking it too far that it's an idiom.

I'm not a liberal, nor an anarchist. Keep in mind that I'm not from the States, so I may be biased since I'm far from there, but in my opinion you should start an actual revolution against the ruling class, especially with the Epstein files' momentum. What I'm against is violence against that idiot on the video, as it doesn't solve anything. Heck, maybe he'll grow even dumber. Along with trauma for the kids. Mine isn't only a moral stance, it's also a functional one.
