OK but if you assimilate all land you've left nowhere to exile the undesirables that aren't happy with this arrangement. If your leadership's policy popularity is 50%, your country should split.

Nonsense! This leaves your with three perfectly suitable oceans on your own coastline to deposit that trash into.

Just make to remove their clothes and personal effects first - we wouldn't want any of the marine wildlife to encounter a choking hazard in one of their new snacks.
