It’s not really clear what he’s referring to but china has repeatedly reverse engineered NSA spyware to make use to the zero-days they exploit.
My guess would be he’s talking about this or something similar

That's awesome, thanks for the link. It reminds me of how China (and definitely not the US) will bomb Taiwan for some reason.
Also, it's kind of basic espionage that if you know your opponent has an ear somewhere, you feed it false or misleading information to manipulate them.
Sometimes if you want to keep the feed open you feed unimportant real information until you're ready to play them hard.
