USA is so fucking weird.

Legally they had to allow it anyway, or simply not hire him. I’ve worked with plenty of people with service animals, it’s just not a big deal if they have proper paperwork.
If that was the sole reason they can't hire him, he'd be able to sue, too.
Sure it's a weird place, but also take this random image with text above it with a grain of salt.
