Being locked in a safe only means Secret or above. However, the use of the phrase "grave damage to national security" indicates Top Secret. That's the sort of thing that's usually only accessed in a SCIF.

Must have been typing at the same time. I looked to see if anyone said the same thing. I got distracted in the middle of writing my comment as well. But, yes that wording is very specific.
