I've heard this story from Wisconsin before. Let's see if this feels familiar: a community leader makes unilateral choices about how the community resources are spent. Contracts signed in secret make it all binding. "It's about progress/prosperity/the future of this community" speech by the leader who is being assaulted by the community for not including them in this decision.

The community now has to live with the burden placed on them by others. The big corporation eventually backs out and the community is destroyed, left to rebuild with only the resources available to maintain so slowly the community withers and dies.

Never change Wisconsin.
