The US was already doing regime change long before that, it just wasn't using the CIA to do it (because the CIA didn't exist). I'd personally give them a pass for kicking Maximilian I out of Mexico because that was effectively just undoing France's earlier regime change, but they got involved in Samoa and Hawai'i before the 19th century was done.
Britain is, of course, not innocent here. We're absolutely responsible for fucking Iran up, amongst many other things. We just weren't the ones that got the US started on the same habits
