I'd like to imagine a passage like that is a bit if civil disobedience by the journalist
They may be required to say Maduro's claims were without merit, due to fear of reprisal/lawsuits from the white house, so instead decided to put the the statements next to each other
Even a MAGA supported will notice the obvious contradiction this way
MAGA voters are after all, famous for not only their high level reading skills (some of them even graduated high school!), but also their critical thinking skills. I mean, who hasn't read one of their well crafted and well reasoned arguments that have been posted all over Fuckbook and X/Shitter for the last decade?
We all know what scholarly and level-headed individuals they are, and they definitely scour CNN articles with a fine-toothed comb to try to understand the motives behind the writing.

For decades Maduro pretended that the CIA was actively operating in Venezuela when from all accounts, no one cared about the country because Venezuelan oil is basically garbage. It's not quite as bad as Canadian oil sands, but it's close.
And then, Trump actually did send the CIA in, because all he heard was the words "world's biggest oil reserve" without the needed context.
It doesn't make the previous decades of lies suddenly become true.
Not that the CIA wasn't fucking around in Central America, but after Iran Contra and a few other scandals, the CIA mostly pulled back and focused most of their efforts fucking around in the Middle East.
Not that "color revolutions" or whatever ever actually work out. Toppling a government is disturbingly easy, replacing a government with your preferred people is basically impossible. Shit just never works like that.
Hell, Venezuela is currently still self-governing, because Trump couldn't even topple the government correctly.

I'm not sure if you noticed, but the attempted coups in 1992 were attempted by Hugo Chavez backed by Castro, not the CIA. And then the 2002 coup attempt was against Chavez, and again, not triggered by the CIA, but instead by Chavez being super unpopular and firing some actually popular parts of the government which cause a coalition of trade unions and the local Catholic Church to try to drive him from power.
The CIA isn't magic, they are rarely even competent, but Hollywood and Tankies alike sure do love to pretend they're both.
Yet you fail to understand a shift of focus doesn't mean it's absence.

As to you saying "based" for Hugo fucking Chavez, you can fuck right off. The man was A monster and a coup attempt against a democratically elected government is never based. He should have been executed rather than just spending years.in prison.
History has shown repeatedly that if you let that sort of monster live after they attempt a coup, they will try again, And if they then succeed in gaining power, the death squads come out.
As to NED, they don't work with the CIA. They've been super careful about that. They do overtly what the CIA used to do covertly. This requires a level of credibility that working with the CIA would rob them of. they still spread right wing propaganda, but are even less competent about it than the CIA was when it had that role.
But no, they weren't involved in the 2002 coup attempt either, and Chavez had everyone involved murdered, because that's what dictators do, especially ones who pretend to be communist.
Really it's the Moonies you have to pay attention to. those fuckers have the unlimited purse strings you think the CIA has, and are willing to fund literaly Nazi death squads all over South America. They were a founding part of the School of the Americas, along with the John Birch Society.
The Moonies also played a major role in Iran Contra, the scandal that got the CIA "outreach" arm removed and transfered to NED, which came with at least some accountability as to where and how the money was spent.
