What a weird phrasing. This is missing an and, unless its objective is to put more weight on "woman" than "human rights defender", which is quite despicable.
I'm pretty sure it just means it's a she.
Normally, you would throw a "she" after "whilst" and maybe pepper other such words through-out, but I'm inclined to think this article was transliterated moreso than translated, so you're almost-certainly right.
Yeah it's weird phrasing, but there's almost certainly nothing to it.
Like I said, transliterated. Words/characters and phrases each translated individually, and the result run through the most basic of gramar-checkers, but things like gendered nouns are gonna yield results like so.
Of course, a lot of my fellow USians will confuse it for "woke", and I think there's more of this stuff getting them riled-up than anything.
Meanwhile, the Republican-lite Party(DNC) has actual catch-phrases and new-speak in-play that those same USians can't tell from "book learning". Some of it is genuinely funny until its constantly repeated in every media format, petition and campaign-donation request to the point of meaninglessness. My problem with that is its use as a distraction to keep real progress from taking place.
