I think it's a pretty fluid situation. Carney is being optimistic and wants the appearance of playing along. But I'm pretty sure if this thing devolves into horseshit, you'll see Canada quietly back off. As is kind of our way.

It has indeed been phrased in different ways, but to me it is already big news that Canada is even considering it, given the repercussions it may have.
