I wouldn't read too much into meme templates.
So it's not referring to a specific party?
Not any one specific party, no.
An example would be the German party "Die Linke". They recently shed their most moronic elements and have overall more or less sensible ideas. But they're still simping for Putin, which is a real shame.
But it happens frequently enough where you are that it's a noticeable pattern?

Relax, there's no point other than genuine curiosity because the situation the meme described is not something I've encountered before.
