Not arbitrary, but I'm not sure it makes it much better. One of the reasons for resistance is to reduce the amount of hand-offs that occur while still having a consistent schedule.
I'd think being overworked would be more detrimental, but idk the stats.
I get the handoffs thing but they also need to reduce Dr exhaustion and fatigue, those are far more detrimental than any handoff ever could. Besides, how do they not have timers and shit to keep exact track of what each patient needs at whatever specific time?
If they havent figured that out theres already a huger problem that shouldnt rely on pen and paper
