Since when would tax reform mean the money is distributed among the people? The intended goal of tax reform is to make more money available for things that benefit the public, like education or roads or what have you. Yes, I know, now you're going to snark about politicians never ever actually using tax money in that way. Not the point.

You could make a UBi with the tax money. You could spend it on singlepayer public healthcare. You could fund pensions with it. It doesn't matter.
That's not simply distributing the money to everyone like the OP is thinking.
Yes, and even if you did it, it wouldn't help.
