It was indeed legal in that state (WI). Can't put someone in prison for legal stuff.
He didn't, the rifle stayed in WI the whole time, at his friend Dominic's house (iirc, but if I'm wrong it was at his dad's house and both lived in Kenosha WI, while Kyle himself lived with his mom about 15-30min away in IL.)
Also however, it is legal to cross state lines with a gun, depending on which states we're talking about. WI is on the more permissive side, while IL is the one on the more conservative side, so assuming one legally owns guns in IL they can cross to WI, while someone who owns guns legally in WI cannot bring them into IL legally. Being that Kyle came from IL to WI, even if he had brought the gun (which again was kept in Kenosha the whole time, never crossed state lines), it would have been legal to do so.
The person involved who actually was a prohibited possessor and did have a gun, oddly was one of the guys Kyle shot, Gage Grosskreutz (now known as Paul Prediger). He was the one shot in the bicep when he pointed the gun he wasn't supposed to have at Kyle. He was also not charged.
