There are two other angles floating around. In one of them, you can see that she has already turned to avoid the officer when he shoots her.
He appears to be at the corner of the vehicle rather than in front of it, but I would wait for body camera footage before drawing a definitive conclusion.
Ice agents often don't have body cam and more often destroy the video or refuse to release it.
