But according to his memo, it's not about oil, it's about establishing control of the entire western hemisphere. He also said Europe is on their own dealing with threats in the Asian continent. But apparently North and South America are all just America now. I guess the gulf was just rebranding. He's offering to deal with Mexican cartels too. Apparently America First means all of the Americas.

No, Trump stated clearly that US oil companies are now starting to operate the Venezuelan oil, and keep it flowing like it is supposed to flow.
