I'm sorry, are you saying Truman started the war with Japan?
Truman rather famously ended the war with Japan...
Although to be fair, Japan should not be circled under the Marshall Plan, which was contained to western Europe. Nobody ever came up with a snappy name for the postwar occupation/reconstruction of Japan.
"Do what we say or we'll nuke more of your population" not catchy enough?
Truman oversaw the establishment of the postwar order, through which vanquished and depleted nations became loci for investment of capital, and for containment of China and the Soviet Union.
