How? America doesn't have jurisdiction over Venezuela. The entire premise here is insane... Sure, we could have backed a rival or done a coup, but the legal mechanism would be sanctions and international pressure

He'd been out of office for a couple years so I don't know if you'd count him, but former Philippine president and mass murderer Rodrigo Duterte was arrested on an ICC warrant less than a year ago.

Good counter example, but the sitting part is important

Granted it does give weight to your argument, he wouldn't have been arrested by the ICC until he was ousted, but it would've applied pressure
