This would be a good way to censor or ban anyone. Then when asked for a justification, retroactively, dig through all that and find buried somewhere some small applicable clause.
This is what some not-very-good police do in some places. Arrest someone they don't like and then dig up some ancient law still on the books that they broke on a technicality. Usually if such a thing goes to court the court strikes it down, if the justice system is remotely functional. But where's Lemmy's courts?
Yeah but there's also no punishment for the cop for wasting the states and victims time. They spent time and money to fight the bullshit, the cop successfully hurt the person and there's nothing stopping the cop from doing it again.

Even Iceland?
Iceland has been around long enough to have complex and outdated laws that are going to result in it happening even when it isn't malicious, but also police institutions tend to attract at least some people who will abuse power until they are removed if the overall police structure discourages it.
So I am confident that it has happened unintentionally, but probably intentionally too at least occasionally.
