While Peru is already a very socially conservative country (only losing to Paraguay in that regard), most ethnocarcerists come from the Army and special forces, they are veterans of the 1960s - 1990s border wars against Ecuador and the Shining Path and MRTA internal conflict. Some of the older members were part of the Peruvian Socialist Revolutionary Junta of General Velasco during the 1960s - 1970s. They seem to really like the left-wing ideals of south american military people like Gen. Velasco, Gen. J. J. Torres (Bolivia), Gen. Omar Torrijos (Panama), Gen. Rafael Franco (Paraguay) and Gen. Lott (Brazil), and Hugo Chavez, but they still have a bunch of military brainworms.

According to the movement’s internal literature, the colors represent specific Andean and historical concepts: Red Background: Represents the blood of "millennial martyrs" shed during the struggle for national liberation and symbolizes Pachamama (Mother Earth). White Disc: Symbolizes Abya Yala (the indigenous name for South America). Black Center: Represents infinite eternity and the cycle of death and rebirth for peoples and cultures. The central figure is the Chakana (Andean Cross), which is an ancient symbol of the Tawantinsuyo (Inca Empire).
