I think being specific and not complimenting someone based on their physical appearance goes a long way to not making it weird.

I complemented someone's sashiko work on her pants and it wasn't weird or uncomfortable.

i just don't interact because also I know a lot of people (me, my partner) don't want to be perceived by others at all even if I weren't being a big man about it
