War is determined by actions, not by Congress.

That being said, this isn't war yet.

That depends on whether you are using the colloquial and international law definition, or the US formal definition. It's only a war if Congress declares it, else it's just a sparkling police action.

You should be looking at the dictionary, not Wikipedia for the definition of war.

Anyway, it's not like Trump obeys laws anyway, so what Congress authorizes or not will probably not even come into play.
