Valve/Gabe do not decide to delist most of these games.

Valve, the corporation, can afford to rehost these games and republish^CX^ them in censorship free havens, like Antigua and Barbuda. They don't have to be in Steam to still champion these games.
fudge, with how much money the corporation makes, they can buy their own island and rehost all these games, and then some.

Okay? And nation states have the resources to build a pile of pancakes a mile tall. But why the fuck would they do that.
Same reason the ~~rich~~exploiters build mansions, pyramids, yachts, bunkers, and launch cars to space: because why not?
Those things are not relevant. Unless I misunderstand you, you are suggesting Valve could do something altruistic that undermines its financial position, and you are suggesting that they should do it just for the lulz.
All the above. They can even charge a premium for these delisted games.
