That's more of a user fee than a tax, which is much better!

Is it though? It prices people out of things. Eventually yourself included

It is. Broad-based taxes take money from everyone whether they use the service or not. With a user fee, the way to avoid paying it is to not use the service.

Oh but its not, because people who may require said service may not have the means to use it. That's what being a part of a society is about.

Is a prime example. But things like public transit can be subsidized, or in proper places free, and various social services are also funded by tax payers
