I think it’s simple:
Bill was a decent president (relatively speaking) but all of his legacy is tied to that BJ incident.
He really doesn’t like that and wants some kind of event in which a lot of powerful people look worse or just as bad as him.
So if there is little on him or if there is some stuff but it’s not the worse, then he can come up on top by making his legacy about the one who shined a light on all this stuff.
It’s a win win for him unless he was worse than trump.
He just wants the picture of him getting blown by Trump to be released.
Look... If this was ancient Rome, that was politically fine, so long as you were on top.

Also, Bill is an old man at this point. Have you seen that guy lately? He's not looking too great. Bill could genuinely be seeking to perform an act of contrition here. That is the type of thing people that actually possess a conscience tend to do as they reach the end of their lives.
I'd say it's not about being worse than trump. He wins unless he went below 18
