This article is long on complaints and short on the replacement idea. It can't be replaced without restructuring the whole constitution and american system. We may have to expand the number of judges though once we have an executive that follows the law. We also need to require written explanations of all court rulings rather than it being done by tradition. Myabe also have congress remove and remake all executive departments as congressional agencies administered by the president in the same way but specifying that they are independent congressional agencies and the executives only role is in beurocratic administration. So they advise on heads who are approved by congress and the heads are expected to run them independently but report to the president so that he can assist with deparmental coordination (like what was supposed to be done before 911 and having agencies share intel was a cludge to deal with an executive that did not do its job).
