No, they just come and shit in my yard instead.
The neighbours cats have made it their goal to shit in our vegetable garden and burying the little turd there. I dislike them as much as people that dont pick up after their dogs.
What do you mean "no"? Your cat-owning neighbors don't maintain a cat toilet, do they? Just as I said, so "yes".
No, as in they dont have to maintain their outdoor cat.
