It's not THAT little associated cost. New ESP module for any 00s German car costs as much as the car itself at this point lol, around 2k.

That said, manufacturers get them for less than that.

ESP is also ~~a~~ way more complex system than the simple ABS.

It's also mandatory on new cars since 2011-2014 in Canada, US and EU so essentially that's the system we're talking about though? It's also standard on basically anything made in Germany since the late 90s though obviously there have been improvements and the older ones aren't AS great as the newer versions.

ABS is also an important part of it. ABS itself doesn't mandate ESP, that's true. But the laws do.
