It absolutely is. Anyone who wanted to come to the US and had the money could by applying for an EB-5 visa, which costs the same as or less than a "gold card". You do have to actually invest and create some jobs, but it's not that difficult of a task.
I expect the biggest "advantage" of the gold card is going to be that there are few rules. So people who have been rejected previously are now going to come in. Who has millions of dollars and would be rejected? Only the best people I'm sure.
I was unaware of the EB-5 visa. Thank you for mentioning it. Makes me hate this even more.

The Regional Center Program is basically a way to invest into something that would take more than one investor. If a roadworks project takes several million dollars, you can invest as part of that and it will qualify.
So Trump is aware EB-5 visas exist. They also, generally speaking, are effective at doing what they set out to do. But EB-5 isn't branded as Trump, so fuck it.
